Stay Away. I rented a studio at Bay Pointe apartments in Pacific Beach managed by Progress Management. Soon I realized that this complex is noisy, the hallways are constantly dirty (I saw cockroaches wandering around frequently) and it is overall poorly managed. They also claim to have a “crime-free” policy, but while I was there no action was ever taken against one of the neighbors, who was taken out of his home by the police in hadcuffs more than once. This very noisy person was accused of sexually assaulting another neighbor while living there, and constantly had all kinds of strange people punching on his door and threatening him for owing them money at the most inappropriate hours. The courtesy patrol never seemed able to handle these situations. Finally, when I moved out I had the last bitter surprise with the refund of my deposit. I accidentally locked myself out on the night I was moving out and the keys were inside. I tried calling the courtesy patrol and didn’t have any success, later I found out that “they don’t do lockouts, it is considered a negligence of the tenant”. The next morning I came to the community office a few minutes after they opened, explained the situation and asked them to open the door for me to take one last bag that was inside and the keys. When I went back to the office to return the keys they seemed OK with everything, nothing was said. To my surprise, when the deposit refund came in (15 days later!) not only the cleaning expenses were overcharged but they also charged me for an extra day of rent! I had an accident that prevented me from returning the keys earlier, and they were aware of the situation! Plus I did not occupy that apartment that night since I was really looking forward to move out of that place. Bottom line is: They have a coward way of managing situations that do not strictly follow their exaggerated rules. The office assistants are helpful and caring, however the managers do not seem to care about the people that live in their properties, only about their profits. I strongly recommend avoiding renting any properties managed by Progress Management.
