IN NEED OF IMMEDIATE HELP!!!!!

I experienced a long , but rewarding process. My daughter has become a wonderful young lady. Unforuately we never recieved a BIRTH CERTIFICATE. I've tried several times to get help from vital records of California. We're in the state of Maryland. Maryland claims that the birth certificate was returned to California. If there is anyone that can help, we would really be grateful. My prayer is the present this document to her on her next birthday, this of course would complete the adoption process for us, and make my daughter very happy. Not having a birth certificate is HORRIBLE!!!
